Route 23

Route 23 is a very long route in Kanto which links up Route 22 and Indigo Plateau. Victory Road is located in the northern end of this route, dividing it into 2 segments.

Players can easily navigate their way through from the south of the map before the waterway. HM Surf is definitely needed to move across the water, and grass patches can be seen after reaching the shore. Continue moving and players will end up in the entrance of Victory Road. Upon exiting, a small maze awaits before reaching the Indigo Plateau.
